On Friday, the Chandigarh Police announced they had dismantled a major cyber fraud scheme. The police arrested 10 individuals across the states of Punjab and Uttar Pradesh in connection with the scam.
How It Started
The cybercrime team acted after a complaint was filed by Manjeet Behl. She is a senior citizen and the widow of Brigadier Amarjit Singh Behl. Manjeet reported losing Rs 1.01 crore after being scared over a phone call. The caller pretended to be a CBI officer.
During the conversation, the fraudster claimed that Manjeet was involved in money laundering connected to her Aadhaar number and bank details. To make the scam seem real, the caller showed her phony legal documents, fake government notices, and a fake bank passbook. They even used a staged police station image in a video call to intimidate her.
Police Investigate the Scam
The Chandigarh Police registered a First Information Report (FIR) on July 21. They began investigating how the scam operated. They discovered that it involved high-tech devices called SIM boxes. These machines can generate thousands of calls every day. They change internet calls into local mobile calls, making it hard for local telecom companies to trace them.

He had a SIM box, Wi-Fi router, and over 70 SIM cards in his possession. Parvez admitted he was making money by routing international scam calls.
In Ludhiana, two men, Vijay Kumar Shah and Krishna Shah, were arrested. They were of Nepalese origin and involved in setting up fake point-of-sale (PoS) operations. They activated many SIM cards using someone else’s information without their consent. Akash Kumar bought these SIM cards and distributed them further.
A police operation led them to a rented place in Amritsar, where suspect Shubham Mehra was managing a SIM box operation. Facebook ads hired him, and he earned Rs 25,000 monthly for his work.
Other Suspects and Connections
The police investigation did not stop there. They discovered more individuals linked to this scheme, including Ajit Kumar, Vipin Kumar, Saroj Kumar, and Abhishek Kumar.
These men sourced and financed the illegal SIM operations. Vipin provided financial support, while Saroj and Abhishek activated SIMs later used in cyber fraud.
Human Trafficking Issues
The investigation also uncovered a serious human trafficking angle. Criminal groups in countries like Cambodia and Laos misled many innocent Indians with fake job offers and forced them to work under difficult conditions. Between 2022 and 2025, authorities rescued almost 3,000 people from these situations. These individuals carried out scams similar to the one uncovered in Chandigarh.

However, there was a problem. The LOI and payment request arrived late at Mangal’s home. By the time he received it, it was after the deadline. Mangal promptly contacted GMADA on February 22, 2017. He offered to pay the needed amount, including any fines for the late payment.

The LOI had specific clauses about late payments. Clause 5 allowed individuals to pay late, up to six months, with a surcharge. Mangal’s request was well within this time frame. Unfortunately, GMADA did not accept his offer.
Cancellation of the Allotment
In August 2019, GMADA cancelled Mangal’s plot allotment. They also kept his earnest money. This cancellation happened without a proper show-cause notice. A show-cause notice is a formal document asking someone why action should not be taken against them. GMADA did not give Mangal a chance to explain his situation before taking this serious step.
Inaction from GMADA
Mangal then sent a legal notice to GMADA, but there was no response. He later appealed to GMADA’s additional chief administrator but withdrew the appeal. He was told he could approach another court or forum for resolution.
Filing a Complaint
Eventually, Mangal decided to file a complaint under the Consumer Protection Act, 2019. This act helps people in India address their grievances with service providers. He wanted GMADA to provide either his original plot or a similar plot, plus ₹10 lakh for mental stress and legal costs.
